Singapore And Malaysia's Agreement To Postpone High Speed Rail Project

Singapore and Malaysia both agreed to postpone the Kuala Lumpur-Singapore High-Speed Rail (HSR) While many may be disappointed,  Singapore and Malaysia ’s agreement to postpone the development of the  Kuala Lumpur-Singapore High-Speed Rail   (HSR)  offers greater clarity on the way forward for the mega project, said Singapore Transport Minister Khaw Boon Wan in a Facebook post. The two countries had agreed to postpone the construction of the much-anticipated project until end-May 2020, with the rail service between  Singapore and KL  to start by 1 January 2031, instead of the 31 December 2026 initially planned, reported  Channel NewsAsia . Project Overview Kingsford Waterbay  is a large residential development located at Upper Serangoon View in District 19. The project has 1,165 units spread across nine 16 storey towers, all residents either have a view over Sungei Serangoon or facilities that the development boasts. Interest in two Government Land Sales sites at Dairy Farm Road and Jalan Jurong Kechil was subdued after their tender exercises closed with five and three bids respectively. This marked the first batch of GLS site tenders to close after the government introduced  new property cooling measures in July 2018 . “The tender results reflect developers’ cautious stance in general, and for private housing sites in particular,” said JLL Singapore head of research and consultancy Tay Huey Ying. This comes as the additional cooling measures “have a greater impact on demand for private homes”, she explained. But while bidding activity was subdued, different site attributes contributed to different bidding strategies, said Desmond Sim, CBRE’s research head for Singapore and Southeast Asia. Condo prices in Singapore will decline There was a reversal of market sentiment among Singapore home builders after the new property cooling measures were introduced on 6 July, reported the Business Times. In fact, the Real Estate Sentiment Index (RESI) compiled by the National University of Singapore (NUS) and the Real Estate Developers’ Association of Singapore (REDAS) plunged from 6.6 in Q2 2018 to 3.9 after the new property cooling measures were introduced. Notably, RESI denotes overall market sentiment. A score above 5.0 signifies improving market conditions, while a figure below that indicate worsening conditions. RESI is made up of the Current Sentiment Index and Future Sentiment Index, which respectively fell from 6.7 to 3.9 and 6.4 to 4.0. The latter gauges developers’ perception of market conditions in the last six months, while the other assesses their outlook over the next six months.
